A "cannabis festival" which was expected draw crowds of over 200 was attended by just one person.
More than 200 people had been expected to smoke cannabis at Cannon Hill Park in Birmingham on Saturday lunchtime.
But even the event organisers failed to turn up and the only person who attended was a man, known only as Mark, who arrived from Chester to find the only other interested parties were West Midlands Police officers on routine patrols of the park.
Admitting that support was "a bit thin on the ground", he added: "Cannabis users aren't the fastest starters, are they?" before heading back off to Chester.
A mobile phone belonging to one of the organisers remained unanswered.
This year's dismal turnout comes after recent legislation downgraded cannabis from Class B to Class C, meaning police no longer automatically arrest those caught in possession of the drug.
West Midlands Police said it sent officers who were on routine patrol to the park, but saw no signs of any kind of meeting.
Park rangers said they had not seen any sign of a gathering taking place during the afternoon.
Birmingham City Council had previously stated it was opposed to the planned festival because the park is used by families with young children.
