Two parking attendants have been sacked by a Worcestershire council for failing to issue enough tickets.
Phillip Mansell and Bruce Edwards were ordered to issue 19.5 parking tickets each day at ten car parks owned by Bromsgrove District Council.
The pair, from Bewdley, Worcester-shire, claim they were told to target Royal Mail vehicles, ambulances and police cars to boost revenue but when they failed to reach the target they were sacked.
In one case, the pair said they were ordered to ticket a 92-year-old woman who had parked on double yellow lines to help her one-legged husband out of their car during a shopping trip.
Several weeks ago undercover police officers on surveillance duty at the town's Asda car park were given tickets at least twice. And the driver of a Royal Mail delivery van had to pay a £10 fine while collecting mail at the store.
Bromsgrove District Council denied it had told parking attendants to issue a certain amount of tickets each day.
But documents seen by The Birmingham Post reveal that both attendants were ordered to collect on average 19.6 notices per day. The targets were made after Steve Martin, the council's transport administration officer, managed to collect an average of 29.94 a day compared with Mr Mansell's 9.54 tickets a day during performance checks.
Mr Mansell and Mr Edwards said they were ordered to focus on the council car park next to Asda supermarket in a bid to increase the amount of fines.
Mr Mansell said: "We have been told to book police, ambulance and Royal Mail. Anyone with common sense can see that the Royal Mail is just doing its job. I like to use common sense when doing my job - not greed."
Brian Cunningham, duty manager at Asda in Market Street, who made it clear he was speaking in a personal capacity, said: "It is very sad that the council are targeting our customers as we are bringing people into the town."
Lesley Waller, head of services at Bromsgrove District Council, refused to comment on the case but denied the council set ticket targets.
She added: "We know we are not giving tickets to everybody who is illegally parking and we want to increase that performance."
