But Birmingham business chiefs are furious that the region is losing £2 billion a year through chronic delays, and say the relatively minor changes do not go far enough.
Louise Beard, policy director at Birmingham Chamber of Commerce and Industry, said: "We need urgent decisions for improvements on the roads which will allow us to move towards establishing a properly integrated transport system linked to rail and air services.
"There has been an abject failure to lure people out of their cars so he must address the fact that if that is the preferred mode of transport we must do something to ease the roads gridlock."
Mr Darling said: "We're committed to substantial investment in road improvements over the next 10 years.
"By the end of this financial year 10 major road schemes should have been finished. And there will be 100 junction improvements delivered by next spring - saving a million hours eachyearvehicleswould otherwise have spent in traffic jams."
