BIRMINGHAM City Council is still awaiting the results of an investigation by chartered accountants KPMG into the Blues scheme.
A city council spokeswoman said: "KPMG have discussed the proposals with both NEC and Birmingham City Football Club and will be producing their report to the city council in the near future.
"KPMG have also spoken to Solihull about the NEC bid. The city council must submit its proposals for a regional casino to the Government Advisory Panel by March 31."
The Solihull scheme would include a £250 million casino with bars and restaurants built alongside the NEC lake. There would also be a major upgrade for the NEC Arena.
Almost 7,000 jobs are likely to be created and a further 1.5 million visitors a year would be attracted to the NEC.
Coventry is also hoping to build a regional casino, at Coventry City Football Club's new 32,000-seat stadium.
Ms Jowell will decide which local authority should be allowed to invite gambling companies to submit tenders to build a casino in their area.
In theory, proposals for potential schemes could emerge once a location is chosen. The Government currently plans to issue only one licence for a large regional casino, although it has hinted it may allow more if there is support.
